In some cases, your managed Medi-Cal, Healthy Families or Healthy Kids coverage may be through a commercial insurance company or a locally-sponsored plan.  Your selection of doctors and hospitals will differ from that of the commercial HMO network.  Covered services are determined by the State of California.
